In the 1970s, a young woman who was attending Barnard College was severely struck by a piece of terra cotta that accidentally fell from the eighth story of a building  in NYC. It was a tragic accident that grabbed the attention of lawmakers in the construction industry. They came up with Local Law 10 which had mentioned that only a licensed engineer or a registered architect can monitor the facade inspection of every building having more than six stories in five boroughs of NYC. This has to be performed once every five years with the accurate report filed with the NYC Department of Buildings.

However, with the passing years, many reports were filed, and reconstruction and repair work was performed. But some accidental rash of partial collapses and falling masonry happened again in the 1990s. It led again to attention in the robust construction of the building in NYC. Hence, the officials came up with Local Law 11. According to this new law, three pages of the new law were added that explained what should be included in the report. With that, it is also mentioned how the report should be written appropriately during the inspection of the buildings.

We will not go deep here into the regulations, but we will give you a brief insight into one of the main differences between Local Law 10 and Local Law 11:

  • Local Law 10 includes the inspection of the front facade and side wall up to twenty-five feet from the street line.
  • On the other hand, Local Law 11 comprises the inspection of all the building’s facades except for those that are within twelve inches of adjacent premises.
